Cost of Service Study Presentation
This is as presented by Skamania County Public Utility District. I view this as a devastating 6 year "Rate Hearing" and flipping upside down the management model for PUD. It was also based on costing ratepayers millions of dollars to add AMI advanced Meter Infrastructure aka Smart Meters infrastructure. Demand charges pays for third party data mining associated with smart meters. The PUD never notified us in advance for 2019 or 2020 COSA appropriately. It SHOULD HAVE BEEN DISCLOSED and INVITING PUBLIC INVOLVMENT in DESCISIONS by mailing to each and every ratepayer. It should have been disclosure as news letter in advance. If including with bill month in advance, would be effective disclosure. The PUD denied plans to install smart meters for over two years. However since all three commissioners VOTED it in 2019. This includes PUD Commissioner Dan_Boyes VOTING YES to 6 year rate plan based on “Smart Meters”. Which included "Time-of-Use" DEMAND charges estimated to be 24% of billing. This is against the US Constitutional Rights 4th Amendment = privacy in our homes. There was never a COST/BENEFIT nor a NO ACTION ALTERNATIVE.
